Operating hours are generally weekdays, excluding holidays and the period between Christmas and New Year. Specifically, the London Congestion Charge applies from 7am to 6pm Monday to Friday and from 12pm to 6pm on Saturdays, Sundays and public holidays.
How does the London Congestion Charge work?
The London Congestion Charge uses advanced technology and a comprehensive administrative framework.
Vehicles entering the congestion zone during peak hours are automatically identified by a network of cameras that capture license plate numbers. These are then checked against a payment database to determine whether the daily charge has been paid.

Payment methods and deadlines
Drivers have a number of options for paying the charge, including online, via a mobile app, by phone or through registered auto-pay services. Payment can be made in advance, on the day of the trip, or by midnight of the following billing day, providing flexibility to meet different needs and preferences.
Penalties for non-payment
Failure to pay the congestion charge results in penalties that are significantly higher than the charge itself. These penalties are enforced to ensure compliance and discourage evasion, which is critical to the effectiveness of the charge in reducing congestion.
Motorists who fail to pay the Congestion Charge within a three-day window after their journey will receive a Penalty Charge Notice (PCN) demanding £160. This is reduced to £80 if paid promptly within 14 days. The obligation is to either pay this charge or formally contest the PCN within a 28-day period. Failure to contest the PCN within this period will increase the penalty to £240.
London Congestion Charge: prices
The Congestion Charge costs £15 if you pay in advance or on the same day. A somewhat higher rate of £17.50 will be charged if you pay up to three days after the date of travel.
Applications for reductions or exemptions from the London Congestion Charge can be made via the Transport for London (TfL) website. Residents within the congestion charge zone are eligible for a substantial 90% discount. In addition, Blue Badge holders are completely exempt from the charge.
There are also discounts for larger vehicles with nine or more seats and for environmentally friendly vehicles, including electric and hydrogen powered vehicles. Motorcycles, mopeds and bicycles are also exempt from the charge.
